
What is the charge?
Operating a vehicle on a highway without valid insurance coverage in place.
This is the largest minimum fine attached to any routine driving charge in Ontario, and there is no discretion to go below it on conviction. A driver whose policy lapsed for a week because a payment failed faces the same $6,250 floor as someone who never bought insurance at all. Compounding it, an insurance conviction makes future coverage dramatically more expensive and can push a driver into the high-risk market for years.

Plus a licence suspension of up to one year and possible vehicle impoundment. Maximum fines run considerably higher than the minimums shown.
Defending yourself in court
The Crown must prove that no valid policy existed at that specific moment. That is often a genuine factual dispute: policies that were active but not reflected in the officer's check, coverage under another policy, reinstatement timing, grace periods, or a certificate that was simply not in the vehicle. There is also a meaningful legal distinction between failing to produce proof of insurance and actually having none. Given the size of the mandatory fine, this charge is almost never worth paying without first establishing what the coverage record actually shows.
